No, as of right now, Wii U is only getting the new characters. The Wind Waker Islands and Earth/Sky Temple are pretty explicitly designed around the use of warp points/multiple controllable characters, and implementing those mechanics would probably require a big overhaul of the Wii U version, which is probably not worth it at the moment.
Hyrule Warriors 2 is probably ready to go on NX, with all of the shit from HWL, plus more, and then DLC on top of that.

Legends has warp points in maps and the ability to switch between character during play, and comes with all of the DLC from the Wii U version, 5 more characters, and 2 more levels, and an extra Adventure Mode map.
