There's XQEMU which I believe is actually achieving reasonable accuracy but it's unplayable slow, worse than the 360 and PS3 emulators.

the main thing about the original jet set radio is that it has "realistic" physics instead of constantly moving you forward like most skating games (and the sequel)
so if you ever feel like you aren't going fast enough just jump more to build up speed
