Sadly, you all got it wrong.
The correct answer was:"The Underside"
2D platformer game from 2008.
The game was never finished, but the 'preview' is still some hours in length.
It's almost scary how close it is to Undertale in theme and atmosphere. Because all the things mentioned in OP are true, I'd guess that the creator of Undertale got some inspiration from this project.

First of all Undertale took almost every bit of inspiration from Earthbound.
Second of all, I looked up screenshots of this game and it looks like it directly takes a ton of assets from Cave Story.
