3.8M isn't a huge budget. Back in the PS2 era that would have been the budget for a sort of big game for one console before marketing and licenses. It's no mystery. But yeah, they should have limited it to fewer platforms and waited for the game to take off before releasing more, better optimized versions for other platforms.

Nobody knows the actual budget for that game. If anyone bothered to actually look up the project, you'd find out that the devs have contributed enough of their own money to make the game without kickstarter support. They only started the campaign to increase the scope of the game. Add to that that Yooka-Laylee's team consists to a huge part who pursue the game as a passion project and are working way below the industry average to make it a reality. Yooka-Laylee is a rarity and you can't compare its financing to any other game.

The problem of the game is not the frame rate, it's the lack of polish plus making 8 ports destroyed any possibility of having a polished experience
