Just sat down to play it again yesterday after I beat it in 2 days when it first came out. I already did mostly everything there was to do, literally no variation in how to replay it and stealth is so shit it shouldn't even be in the game even with max agility. No interesting or memorable characters and the dialog and writing is shit. No gun variation WHATSOEVER everything is pipe guns or institute guns. Is it a good game? Yeah. Is it a good RPG? Not at all.
I'm at around 20h played and have yet to find a quest that involves more than just: "Go there and kill everyone".
But basebuilding is fun.

It tries to be an Action game, when it's not. It's broken, the combat is boring and repetitive as shit, the AI is horrible, both your companions and the enemies.

The fact that the dialog is voiced is only one issue that takes away from the roleplay of the world. The dialog itself isn't any worse than Skyrim's(which was shit too).
The main culprits are the characters and the writing in general.

The factions are all braindead, the things they want done are retarded; the reasons they want them done(when rarely explained) are even worse.

There is roleplay, and there is gameplay.
Gameplay is how you perform in the game, physically or magically or whatever. It's rolling dice, moving your paddle in pong, throwing and catching a ball.
Roleplay is how you cast yourself into the role. Talking and lying and loving and arguing. How you bounce off the world and other people in it.
In a roleplaying game, you lead your role into gameplay, and the gameplay decides an outcome; which you then roleplay.
Take a good kill quest from an RPG.
Say you're sent to kill a duke by his greedy son who cannot wait to inherit. The reasons you accept the quest, what your character feels while doing it; how they feel they may best go about it, or whether or not they decide to do it at all. All of this is roleplay.
Roleplay deeply affects your gameplay, is your character one to charge into the throne room brandishing an axe; or one to sneak past the guards and poison the mead?
If you take every possible bit of roleplay out of the situation.
If your default start is to to use your subtracting number device(weapon) to reduce entity #337's specific stat to 0(kill), you are playing the game identically to the barbarian decapitating the duke as he half stands up from his throne, reaching for his sword.
That's how I define what counts as gameplay.

It still is roleplay, but a linear one. And both still ends up in gameplay. In Grand Theft Auto IV, you roleplay as Nico Bellic, a guy from Ex-Yugoslavia who tries to live the American Dream. It's set in stone.
How much freedom of choice you are given in a game, affects gameply, good or bad, ALWAYS.
