What exactly is wrong with 2's gameplay? It's been a few years since I played it, but I remember it feeling almost or just as good as Bioshock 1. Strategic combat and fun exploration. A pretty good story too, though not on the same level as 1.

What's wrong with it is that it is a carbon copy of Bioshock 1's gameplay.
And Bioshock 1's gameplay was baaaaaaaaaaaad. It tried to be System Shock 3 by dumbing the game down. So you had guns that felt actually worse to shoot than the guns in System Shock 2, no level design to speak of, a piss-easy difficulty, "RPG elements" that amounted to a joke, hacking implemented so badly that every turret and camera in Rapture is an instant environmental advantage, the complete and utter failure of the Big Daddy/Little Sister dynamic, and to top it all offf the game didn't even manage to be scary.
The only major comtribution Bioshock 2 gave to the formula was turning the game into a fucking escort mission every time you wanted to get a powerup. Fuck that.
It really puts into perspective just how elegantly Bioshock Infinite fixed ALL of that.
