When I got a little bit older I realized how ridiculous this was too. But I read somewhere in an interview with a Final Fantasy developer (It might have been Sakaguchi?) that they envision the classic JRPG structure as being built for an adolescent audience. They specifically talked about the idea of leaving a tiny town and slowly growing more powerful and how that idea resonates with young people.
So it kinda makes sense if you look at it as being written that way and from the perspective of Cloud, who's only like 20 or 21 in the game.
