1. Can depend on your CPU. AMD seem to be slower than Intel for emulation.
2. Some games just run in slow-mo. Ratchet and Clank for example used lots of clever exploits in the PS2 architecture and thus runs horribly in emulators.
Do some research on emulating the game you want to play and see what the consensus is.

Up Your Arsenal and Deadlocked shouldn't be able to even run on the PS2. I watched a Dev Let's Play forever ago and they talked about how the manually had to decide what parts of the game where written to what part of the disc so it would run on the PS2.
