It's a GameCube game ported to PS2 and Xbox afterwards, GC didn't have camera control so what did you expect.
Also PS2 version is downgraded from GC, some effects are missing and real time shadows got completely axed on PS2.

Fair enough, I assumed you bought it since the PS4 version is just an emulated PS2 Original, it's not a remaster or anything. PS4's build-in PS2 Emulator just has 2x Resolution rendering (so games render in 1280x960 instead of 640x480), wheras PS3's PS2 Emulator only had 1x Resolution as PS3 was too weak to emulate shit better.

Unfortunately Voobly's widescreen hack is ram-injection based as in it injects itself into memory in real time and requires Voobly running to play AND doesn't support campaigns since campaign UI is slightly different and the game crashes immediately if you try to play them on Voobly.
Voobly is a better alternative if you want to play Multiplayer though.
