They do. They make sure that the entire company is working on 1 single game. They try to figure out a decent story line before even thinking about release.
They hire specific high credential writters for the quests, AND quest designers ontop of that. SO the writter marks out the the 'story' of the quest, and the quest designer figures out what the player will do.
If you contrast this with something that EA or Blizzard would do its... hire the high school dropout NEET to scrawl some junk and make up the quest progression as he goes.
