He's partially right. Only partially. A game with a linear plot, but mediocre or bad gameplay, is not a good game. To make a good game where story comes first, you must blend it with the gameplay. Take Telltale series' or Life Is Strange. They deliver heavily emotional and investing stories by having a core part of the gameplay be your own decisions of how the story unfolds.
