She's just a worse version of Wind Waker Zelda. Tetra helps you throughout the game, does plenty of cool shit on her own while you're gone, and helps you in the final battle. TP Zelda sits in a tower for pretty much the entire game doing nothing to help you other than healing Midna, at which point Zelda promptly fucks off again until the final battle where she copies WW Zelda with the light arrow assistance.
