Not exactly, but it's clear that's motivated them. For most of the development time it was clear it was a pretty lazily done thing done out of obligation because of how cheap it was made, and they said flat out any girls that were cut weren't going to be in it, and any DLC was only going to be swimsuits.
Then about two/three weeks before launch in Famitsu they announced that they were "reconsidering" their DLC plans and mentioned putting in mini-games and the less popular girls. They commented during a shareholder thing that X3 did well, and sells wise I think it was about as good as X1 after it launched. If it gets a bump in sales from Tina/Leifang/Whoever, it might end up being the best selling Xtreme.

Why is Ayane so perfect?

The most obvious things are the lack of Jet Skiing and online play. Anyone would agree that Jet Skiing was the most engaging "game" part of the DOAX games while everything else just feels like the less interesting Mario Party minigames. Leaving that out is just plain ridiculous, but even more ridiculous is the lack of online play. The casino has always been a mainstay for making money, and shit like Poker is just a classic game that anyone can enjoy, but removing online play for card games is just ridiculous. Not playing against real human opponents completely eliminates the fun of card games. There's no joy to be had in bluffing against a stupid ass random AI.
Less concerning than the fact that girls are missing and don't appear to be arriving in the future is just the sheer lack of effort and care put into the game. It's less feature full than any of the DOAX titles and it's not exactly an ambitious title to begin with. It just shows that KT just doesn't care anymore even ignoring the significant interest DOAX3 garnered. What future does Dead or Alive have with a company that just doesn't seem to give a shit?

Regarding the "KT doesn't care" part, let's look at the meat of this game and how much of it is actually original.
The character assets are reused from DOA5
Most of the costumes are reused from DOA5
The environments are reused and only retextured from DOAX2
Many animations are reused from DOAX2
They withheld many characters from DOAX3 even though all of them and their costumes are taken from DOA5
Many features present in previous DOAX titles are missing for no clear reason
No online feature
No international release
I'm sure there's more, but I mean how expensive could this have possibly been? Aside from using an updated engine that they probably only paid licensing fees for, adding some slipped costume states to SOME costumes, and doing some changes to breast and butt physics, what do they have to show for DOAX3? This game must have been one of their cheapest productions ever made, and on top of that they're still charging regularly for microtransactions. Frankly it's a 20 dollar game masquerading as a full retail price game, and I won't buy it out of principal even though I'm a big fan of the DOA cast.
