Most current year notebooks can emulate GC easily. I have a 2012 that runs Melee flawlessly in window that I use for playing with anyone on my college during free time.
Reminder that the worse ping you have, the framerate of the game is going to drop. and if your ping isn't consistent, you're going to have a bad time.

Change to traversal server in the dropdown at the top and paste the host's string at the end of the zeros and connect, will take you to a lobby if it works where the host starts the game for everyone
