I don't have a source exactly, I spoke to a community manager about it and they said the idea had been brought to their attention before and there was definitely some talk with the developers in looking into a PC release.

Harvest Moon series died when it went portable only. They seemed to use it as an excuse to not be innovative or push the series forward. Also, the art style has been shit for a while
