Not known for sure, but i think in the book that is the theory behind them appearing so quickly. The nuclear war was only a generation ago and some the monsters appeared very quickly afterward, while others took a lot longer. Its also possible they could be bio weapons, made and locked away by the Soviet government, this is one origin theory for the dark ones.
The books are a lot more fantastical than the games, twice as much weird stuff goes down.
