Getting 10 agility is a one of the best decisions you can make while character making unless your aim is gimping yourself. It allows you to get more ranged weapons skill in the beginning, dodge better and what's the most important get more AP. A standard gun requires 5 AP to shoot which means that a starting character with 5 agility and AP will be able to shoot once and move a bit while a character with 10 agility will be able to shoot twice in a single turn. the ranger who runs up to you and gives you the NCR emergency radio runs to a position just south of Boulder City and just stands there after he's completed his delivery. if you talk to him again he runs the same dialogue and then runs away somewhere else.
the Khan sniper who has been tormenting Bitter Springs actually makes the long trek across the mojave to Red Rock Canyon if you convince him to go home. I encountered him 2-3 times out in the desert just slowly dragging his ass westwards.
the ghoulified private in Searchlight can also be convinced to go for a trek. In his case he, at least for me, ended up lodged inside a rock just south of an empty trailer which, if you enter it, you get ambushed by freshly spawned in jackals (forget the name of the camp). You can still talk to him through the rock wall.
