When I played WoW during wrath when we weren't raiding a few of us in the guild would queue as tank and healer and swap out all our raid gear for dungeon blues, and spend an entire dungeon RPing with lore-specific dialogue back and forth before every pull.
People were furious that we wouldn't speed through the dungeon and lose their shit, and we would incorporate their hate spewing into the party chat as part of the RP. They would leave the party and take the deserter debuff and we'd get new people in and keep at it. Even in combat we would RP, writing out full sentences about how we were going to cast a healing spell etc. I've never had people more upset than when we would do this, and it became a regular thing for months.
The scenario in which griefing takes place is what matters. If you're an experienced player and leave yourself susceptible to being victimized then it's your own fault, but if you're a new player trying to understand the mechanisms and sociological aspects of the game and are entirely hindered from being able to do so, then yes, it's a severe issue. Even between both of these sides however, if you make use of exploits and use the system in a way that it's not intended for, then you are in fact being griefing scum.
Take Rust for example: A smart bandit knows that there's more loot to be gained from a bigger target, even when more opportune targets exist; and, much like a farmer, if you farm a specific field (or player/group) too often, the land will erode (player/group will quit). This is why you diversify your pickings and allow obviously-newer players to learn how to play and join up groups (even you're own). Once everyone has ample resources, that's when you take it for yourself.
That or you can be an autistic sperglord and repeat the sort of bullying kids in school gave you by perpetuating it online.

The reason why competitive has been delayed for so long is because of the feedback they're receiving on people who've played it.
If they really are bullshiting you and not listening to your voice at all, there are far more effective ways to make your voice heard that pissing off 5 people at a time.

There's a free rotation of champions given every week plus an additional bundle of champions you're given when you play. When it comes down to counter-picking in draft, you've the equal possibility of singling out a character pick by either counter-picking their champ or picking their champ outright, if they're not banned, than the rest of everyone else in the game. You're only even allowed to draft if you've a certain amount of characters. Otherwise, in normal game modes, it legitimately doesn't matter.
But here, let me talk about DotA 2, since I've played it for a whole two hours.
