I found the encounter rate to go way up one I beat all the pasts. I found one prior to all 4 in maybe 40 hours of playing, then the other 4 in the next 6 hours or so.
To make it easier you can just keep restarting the first level. Once I started doing that, I found the last 2 within 30 min.
Which is better, the megaman buster or the heroine?
Heroine seems stronger but you can get charged shots off faster with the buster
