Old developer statements have very often been changed in later iterations of franchises. With the way SF is going right now, they need anything to draw in more players, and Ingrid is the best to do that as she appeals to an audience that SF currently does not really give a character to play.

They don't need to know who she is already, the games that she's been featured in weren't recieved all too well so it's natural that she isn't. Hell, despite that she's managed to have a number of devoted fans specifically because of how exceptional she is in the SF franchise in terms of personality and design.
The whole point is to introduce newer players, an audience which Capcom has yet to reach with SFV. Ingrid alone will do that better than anyone else, despite not being an iconic face like Ryu or Chun-li.

Ingrid is by no means a loli, being able to make distinctions between things that might seem similar at first glance but actually are incredibly relevant to the interests of certain audiences is important to gauge these things. Alex specifically appeals to people who're already into SF. SF3 certainly, but if someone is deeply into any SF game, then they tend to give the next iteration a shot before complaining about it.
Ingrid on the other hand is not meant to appeal to existing fans, but to draw in new ones. SF has been very heavily shunned in Japan because of the lack of presence in arcades, along with how they've been handling things overall. Adding a character that would make that type of person interested in playing her would make them buy the game, as it's an audience that's known for being "flimsy" with their money for lack of a better term. Since SFV obviously wants to be successful, that's a route they're going to have to take, it's an inevitability.

Again, there is nothing about Ingrid that's even slightly relating to being a loli. The biggest argument you could make is her being an older teenager, but even then most things concerning her designs speak against it, showing that she looks more like a young adult.

That only goes for characters who're specifically brought back solely by fan demand, such as Urien.
