I'm not OP so I'm not blaming Steam, I'm just pointing out broken games are sold on Steam.
But I do think Valve should have stricter standards and not allow such obviously broken games to be sold, at least not without a warning.

No, warnings prevent a lot of headaches in the first place. Even if it's just a community run thing where if enough people complain, it'll get a warning on the store page, that's better than nothing.
Also shit happens. I had a game that didn't fully close, and I didn't realise it until it logged being played for 500 hours on Steam. Their refund system is not perfect because of shit like that.
