Thought it was a joke myself but it's actually pretty good, one of the best games for me.
You are pretty strong doing cool and crazy shit yet enemies are relentless and their punches hard. You might find controls weird(right stick to dodge) but since right-stick is so close dodging the way you want it to dodge is really easy. Customizing your square string is always good and moves sometimes have dodges to them(like if animation is a jumping kick you can dodge a sweep or if it's some kind of a ducking punch you can dodge their high kicks) which is a nice touch. Then there are slow and weak moves that fill up your bar if you want to be cool and prolong fights like in cheese cartoons.
tl;dr just download the iso and emulate it, won't take more than 10 minutes to check it out yourself.
