Here's my take:
You CAN play this, technically, without any understanding of the previous games.
It's a bad idea, though, since the emotional impact is ten times as strong during certain scenes if you remember the story of and sympathize with the returning characters, and many concepts do return, though they're explained.
It's much better to play 999 and VLR, that's my point. If you have a 3DS or Vita, emulate or play 999 and VLR; if you have a PC only, play 999 and (if you have cash) get a 3DS, otherwise watch a fucking Let's Play preferably without sound.

Seriously, that's the point of the game. Because your memory is wiped every 90 minutes, you don't know what's going on with the other teams or even your own. It's almost futile to just stick with one timeline.
