HOW DID OBSIDIAN MANAGE TO MAKE COMBAT WORSE THAN FALLOUT 3?

These are my mods for FNV, if you can read it. For some reason it keeps crashing and saying "out of memory" even though I can run it on Ultra High without mods no problem. Anyone know why this is or how to fix it

Rules:

5. Carry no guns and no armor. You are only allowed out of situations by using your words or body
At the end of everything when hundreds have died for you, your results will be seen. Watch as you send people to their death while you do absolutely nothing on the sidelines. When you look out your window of the Lucky 38 after you have taken control of New Vegas, you will know the ultimate pride.
