The point is they planned for half a million and got ten times that chucked at them. They can't go back and reallot all that money to make it 'better', not with a two-year development period.
Frankly, I'm just glad they focused on making the gameplay work correctly instead of prettying it up, it's a good direction to prioritise, core design is everything in Metroidvania. There's a reason Super Metroid is still considered one of the best despite looking not great in retrospect.
