While stats determines whether or not his actually hits or misses, you can legitimately dodge attacks as well.

not really. It's stat-based combat. When you lose it's because your stats suck AND you're not prepared, since there's plenty of ways to improve your odds.
Basically when you attack someone game uses your skill with type of weapon, stamina, agility and luck (in that order) to calculate your hit chance. Then it armor, skill in using armor, agility and luck of your opponent to calculate his evasion chance.
Then your hit chance and his evasion chance are compared to define chances for your attack to do damage, and chances to do jack.
I certainly enjoyed Morrowind far more than Oblivion and also Skyrim, but the graphics are near impossible to live with today. If you're going to play it, research which mods hardcore fans use today.
If you don't mind terrible graphics, play Might&Magic 6-8, it's a great "trilogy" and although immersion and graphics don't compare to Morrowind, they have a comparable game experience, only better.
