They had to completely remove the volumetric fog effect because the PS4 couldn't handle it and it makes a huge difference in visuals. The framerate was dropping far enough to affect gameplay.

Consoles are still were most of the sales are for games, so games are designed with console limitations in mind, which means PC ports feel the ripple effects of that.
If console games had higher FPS and resolution as standard, the downgraded graphics needed to achieve that on consoles would also be felt on the PC port.
A few PC ports have noticeably improved assets for their PC port, but they are few and far between. Most PC ports get a simple resolution and framerate bump.

Who said simple improvements are bad? Higher resolution and framerate is generally easy to improve on PC but it goes a long way. Even emulators can force a game to run at a higher framerate with little effort, and it's generally not a problem unless mechanics or physics are tied to the framerate.
