Sure, if you're a dumb who can't read between the lines, I could see why you might think that.
Samus is the strong silent type, an incredibly unique trait for a female character in any media. She doesn't need to flaunt her femininity either, because she's an interesting, powerful character without sex appeal, but none the less sexy for it.
If you've played the games and were paying attention, Samus' personality comes out through her silent interaction with the world. She is skilled, intelligent, and more emotive than she is given credit for.
You might argue she is overrated, and I wouldn't disagree, but that's what happens when something moves beyond cult status.
She is my favorite character of any franchise and I'm not terribly familiar with the chick you posted, so while I have an evident bias, I doubt it would change anyways.
