Hanzo, Junkrat
Everyone else has to be pretty much at risk. Reaper, Reinhart, Pharah, Bastion, Winston, Torbjorn, Genji, Roadhog all have some risk involved having to be out in the open, move slowly, or short range and can be insanely quickly team focused on and killed before they even finish their fucking lines. I constantly hear "it's high ugh," "rain from ab-ugh" etc.
Tracer can bypass any shortcoming from her ult simply by the fact that she can escape so easily and is a small target. Literally just dashes in behind the whole team after an intense team fight, shoots a couple times, drops her ult, and dashes out. All within 2 seconds. By the time the team tries to run away from the triangle warning or turn around she is fucking gone back to base ready to blow her load again. Even D. Va loses her mech for a little bit leaving her completely vulnerable (not to mention it takes forever to explode, unlike Tracer's .5 second detonate bomb and 15 second recharge).

The only safe ults in the game are Zen, Hanzo, Torb, Symmetra, Junkrat, and Tracer.
Out of all of those ults, all of them are easy to counter, save Tracer's, and Hanzo's is the only one that can wipe a team by itself.
Tracer is the only character in the game that can not only pick and choose every single encounter she gets into, her ult also just erases half the cast of heroes, and the other half has to have a specific skill off c/d, which she can just bait 9/10 times.
Tracer in incredibly broken, and probably the only real carry Overwatch has.

D.Va's ult is the worst in the game, but a good margin, and she becomes an ability-less 150 hp little girl for 5 seconds. It's probably one of the least-safe ults in the game.
Mei, Rein and Zarya counter it and can just chase her ass down instead of running for cover. Using D'Va's ult against a competent Winston is death in almost any scenario, as he can just drop his shield on where it lands and then jump after you and kill you.
