For context, that's Dina's character in Beck's outfit. Dina's OC is just an idealized version of herself.
She wasn't trying to redesign Beck or anything. It was just an attempt at fan art. But the situation was so soured that people assumed the worst in her. She was pretty obnoxious and a bad CM.

The documentary is quite telling, in this episode alone.
I never bought into the hype from day 1 (yeah, everybody'd tell you "SHIT TASTE!1", "CONTRARIAN", whatever) but what Inafune begins talking about is remembering having fun when he was more hands-on with game development.
At this point, you see he's already repeating the same steps he was stuck in by the time X2~X3 came out and would go onward: pencil-pusher producer, mostly just doing multimedia marketing and checking on game production now and then.
So despite his rosy tinted dreams of "going back to make games fun for himself", he's already boxed himself into not-being-very-involved to begin with of his own accord (just remember Judd's cuckery saying "WE DIDN'T NEED HIM WHEN 70% OF THE GAME WAS DONE OKAY!").

Inafune was already a junior producer, if anything, by X3. It's in his own comments in the MMXOCW artbook. Fujiwara was a higher-ranked producer who long had been head of Capcom's home console department, but Inafune goes at length how in X2 and X3 he was mostly "getting cards and toys done" then being active with the game itself.

It was a slightly neat twist that the one who's most likely to be the actual Dr. Wily is White himself.
You can also see Inafune really wanting to rehash that "X himself was the bad guy in Zero and it wasn't a copy at all!" twist he originally had with that oh-so-cryptic last comment by Blackwell in the surprise post credits scene. Wouldn't be surprised if Beck became a bad guy in the sequel.
Inafune was even encouraged by us to fall into his lazy scheme of things. Not to create something that surpasses Megaman and becomes its own thing, but to make something simply comparable to or like Megaman, that it's his own Megaman. Both Inafune and the fans, especially the ones that still defend MN9, wanted just this newer iteration of just Megaman. Whose only strong difference is he dashes a lot to defeat enemies.
When I saw that rigged Call poll and then the results, I knew for sure then that they wanted to go that way with the game. All of that cool transformation shit in the concept art went out the window and they began development. No, it's not that it wasn't tossed out, it was never going to be there to begin with. It was just a smokescreen to interest those who wanted something a little different, and even their language is incredibly vague and misleading. They wanted to make MN9 like this all along.
