first half of the game involves you going in circles around shell 1 over and over (which has some neat interactions with the enemy AI and how they can follow you between areas but gets repetitive) and then when you get to shell 2 you only get to go into a couple rooms that aren't annoying swimming segments, then it's arsenal gear which consists of one room and a bunch of area fights before the game ends
the game doesn't have as many boss fights (dead cell had more members that were cut from the game) as other MGS games and the boss fights in general leave loose ends. You never get a real fight against fortune, vamp just sort of fucks off at the end, the harrier is just the hind from the first game but a bit different and they think making you fight the same metal gear over and over is a good idea and not pandering. Solidus is the only really awesome boss in the game besides fatman (who's only in the plot for all of five minutes)
unless you read all the planned content and ideas (like the ability on new game+ to read the thoughts of other characters and help make more sense of the plot, a feature that lived on in being able to make your character yell things during codec calls) the main way the game feels unfinished is how little gameplay there is compared to cutscenes and how a lot of story elements and characters get awkwardly introduced or dropped
