Undertale succeeded because it was cheap, easily available, runs on anything and had the internet and word of mouth going for it. If it came out back then, it would be trashed for being short as fuck with no replay value and simply wouldn't be able to stand up against other retail games of the era.
Undertale would be ahead of it's time if it came out in '95, and probably would be lumped in with the tons of other JRPG games, even though it's not a JRPG.
A large reason Undertale is good is because games like that simply aren't made anymore and it's a bit of a breath of fresh air, albeit overrated to all hell. If it came out in that genre's hauday, it wouldn't receive any special treatment, and would probably be considered a silly western attempt at JRPG.

Oh god I'm laffin. CT is a sub-20 hour game rushed. 20-25 for average playthroughs depending on speed and amount of side content done. 30 of you're doing everything and taking your time.

People didn't want SD3. They wanted SOM2. 99% of people in the US at that time who played SoM didn't know what SD was.
Because SOE played off of the name and gameplay of SOM, and because it was designed by Square's US branch, Squaresoft, which was also the name Square sometimes used for their marketing for games developed in either country, many people thought it was in the same series as SOM, and lumped it in with jrpgs. The problem was more that they thought had gotten a new SOM game, but didn't like it as much, so it got a very lukewarm reception.
Later on it became viewed as a silly Western SOM that's not as good but still pretty good.

It's garbage. The gameplay is baby's first bullet hell, the story is so generic and never gets fleshed out at all. The main selling point of the game is supposed to be it's characters, which are all tired tropes or cliches except maybe one or two character. The graphics are indie pixelshit. Musics good though.

Undertale couldn't have happened in 1995. It is a product of its time, much like Chrono Trigger. The whole point of Undertale is that it uses tropes and themes found in other JRPG and mixes them with its own ideas, mostly with today's Internet culture, which wasn't a thing in 1995.

I don't think the market for indie games just was there during 1995. Undertale's like 10 hours at the most if you do everything and it's like 10 bucks, which is entirely fine (Chrono Trigger released for like 70 bucks with all its content), but without digital distribution Undertale probably just couldn't have functionally released at a $10 price point.
