How to loot the Emperor:
1) Do not give the Amulet of Kings to Jauffre and do not do the Dark Brotherhood quest that involves the sewers
2) Either finish the Mages Guild to get the Staff of Worms or Ghosts of Suicide Hill to get the Risen Flesh Greater Power
3) Do the Vaermina Daedra Shrine quest to get the Skull of Corruption
4) Once you do all of the above go to the sewers and revive the Emperor with the Staff of Worms/Risen Flesh
5) Use the Skull of Corruption of the Emperor to create a clone of him
6) Kill the clone and quickly loot his body before it vanishes
7) Emperor Robes and two pairs of Emperor Shoes

The same tricks can be used to get the Necromancer's Amulet and Grey Aegis.
For the Necromancer's Amulet you have to do the Mages Guild quest where you have to kill Caranya to get the amulet and turn it in. Afterwords return to where Caranya is and use Risen Flesh to revive her(or rush through the remainder of the Mages Guild to get the Staff of Worms). When she dies again another copy of the Necromancers Amulet will spawn on her corpse which you can keep.
For the Grey Aegis(100% magic resistance shield) go through the Arena questline as normal until you fight the dude who has the shield. Let him attack you until his sword breaks(required for him to put away his shield). Use the Skull of Corruption to create a clone of him and kill the clone and quickly loot its body before it disappears.

iirc dead NPCs would be collected and respawn on a cell outside of the normal worldmap once the cell they died in was cleaned. So you had to get out of the map in megaton and end up in an untextured invisible wasteland that was oddly covered in grass but nothing else and run across the map until you got to a single square of textured ground where they all were. I forget how you made them respawn, I think you had to kill them and they would reset in the "real" world.

The setting isn't terrible. The bitter cold consuming the north is pretty good desu. I think building the game for the 360 and just doing incremental upgrades to keep the game basically the same across everyone's hardware was the mistake.

There was a bug on the console version that allowed him to be looted. Required you to obtain 2 items and to use them on his corpse before handing the Amulet in to Jauffre.
