This game was never legally free. In fact, the PC version of this was originally only included as a bonus for Carnival Phantasm blurays.
But I can see how PC users mistake games for being free all the time.

If I recall, they did sell the game on a disc that you can buy from various japanese websites for PC and PS2. No need to buy blu ray animu.

I did. Loved the PC games ones so much that I decided to buy a copy for my ps2 back in the days. Used swap disc magic to get around regional locked. Here's a pic with today's timestamp.
