She's not even that bad but shes just dreadfully annoying to fight. Her main issue is her cryo/wall combo. She can basically contest the point for like 10 seconds.

the nerf was decent. Each shot during fan the hammer was nerfed from 70 damage to 45, so Fan the Hammer does a lot less damage and no longer murders tanks. It's also very tricky to off the Flash/Fan combo on full health characters, since they will generally be out of the stun before the 5th bullet is fired.
In general, McCree is far more reliant on left clicks for kills, even when using flashbang, and Fan is more for quickly finishing low health targets
