You can pirate them easily, copy paste easy. See /gsg/ for details.
If you want to buy them legit all the packs really do is let you play as countries with playstyles that differ from the base game christian kingdoms so it petty much depends just on what countries/cultures/administration style you want to play.
Charlemagne is pretty much the only one I'd get recommend getting right from the start just because it pushes the starting date to 756 or something like that, giving you almost 300 more years to play.

Cut Trails, because while the first game is great, if you're not also buying the second you'll regret it. Cut Hotline Miami 2, because it honestly just loses a lot of what made the first game good and has pretty weak zerg-rush-y level design.

Dishonored is a 10/10 game.The item DLC is helpful. The money boost is nice, some of the charms are useful, and the max charm increase is really useful. The expansions are alright. Everything else looks fine.

Purdy good. I would recommend pirating the DLC for CK2. That's what I do, works perfectly with the bought steam version and I've had no problems what so ever. Not even online. You can find all of it, along with the activator on /gsg/ in a neat little MEGA link.
