I'll miss being able to buy triple A title's whilst 80% off but the ability to get refunds in the modern age where games are easier then ever to make and many people use this to scam consumers to buy unfinished is of greater importance.

Steam sale used to have flash events were for a short period of time a certain game would get an extreme discount that could range up to 75-90%.
The idea is that you could theoretically buy a game that's discounted, not play it and wait to see if the same game is being sold again at a lower price, which you can then get your refund and buy that version instead.

It has everything to do with refunds. It's simple economics. Everybody knows in Steam Sales you buy games that you never play. If you never play them, you have two weeks to request a refund. If somebody buys your game for $40, then you have a sudden sale making it $20, everybody who bought it for $40 is going to request a refund.
Of course, by the time the refund is processed the daily sale will be over, then those people get their money back and probably spend it on something else.
