That's an awful way to simplify Street Fighter, and fighting games in general. The difference between SF and DDR, for example, is that in DDR it's very clear and obvious what the player has to do. In that case, it's purely about execution, which can be more challenging than it sounds. For example many higher level dance steps are easier to perform while spinning, which turns your back to the screen and can be extremely unnerving and uncomfortable for novie players. But I digress.
With Street Fighter, and just about any fighting game, it's never inherently, and rarely immediately, obvious what the player needs to do in response to their opponent, and that's a big part of the challenge in the game. On top of this, d-pad commands are purposely convoluted to add an extra step between reaction and execution.
Saying that Street Fighter should be boiled down to pure execution like DDR is an insult to both games and a gross misunderstanding of their genres.

Agreed. I don't know when exactly, but it got fixed up somewhere down the line, damage got decent (even fuckhuge for little meter for some) and he gems are even optional. And again, the tekken cast made funner 2D fighting characters than the flagship franchise.
