It wouldn't be cheaper than a console and a separate handheld. There is no synergy to gain from combining two devices like that, it's just a gimmick. The handheld could run separate functions like being a controller or an additional screen, and etc. But it couldn't lend it's processing power to run the game applicarion in an effective manner. The handheld isn't optimized for performing one single task, so it'd be a shit component in a larger computer.
