Even though Elders of the Zion have reprinted some legacy staples recently in Eternal Masters, it hasn't really done jack shit. Eternal Masters is a super limited run for some stupid ass reason. It was printed even less than Modern Masters.
WotC cares about collectors more than players nowadays. They are never gonna get rid of the reserved list for that reason.
Shame since legacy is melee/Quake tier when it comes to skill ceiling for piloting specific archetypes.

It's not bad but the decks are kinda limited to what rulers you have access to. Without the right rulers your deck cant really hit max potential.

Well, there is Magic: Duels on steam which is free and has a card unlocking mechanic and deck building mechanic but adds some restrictions the tabletop game does not have, such as only 1 copy of a mythic being allowed in a deck (and 2 of a rare, 3 of an uncommon).
Otherwise there is Cockatrice which has all cards unlocked, a shit community of reddit scum and autistic children and you can only really play with your friends.
