VAs aren't terribly expensive, and you can hire the "best" ones as much as you want, so long as they're available.
They have long resumes, which means they can work, and they list big name games, which means they must be top tier. So casting directors take that and run, and you end up hiring the same few people every time.
Imagine you were a software company that needed the best programmers in the world, but instead of programmers being tied to one company, and their work taking years and years to complete, they were always on contract, and their work took only a few hours to finish. They'd basically always be available.

The point was that the industry is too unregulated for something that can easily and permanently damage your vocal chords, which in most VOs' cases, is their main – possibly only – money maker. Yelling for a 2–4 hours session (as in, genuinely yelling – not just talking at a loud whisper, which is so plainly obvious that no one will ever do it in serious scenes) can keep you mute for the rest of a week, which can screw with your ability to talk to function in everyday life, much less your livelihood. It gets even worse for mo-cap, and there are cases of people genuinely getting hurt because there isn't a stunt director on set at all times.
The royalties thing is weird, because that should be extended to all workers, but had that discussion encompassed everyone working on games, I'd have no issue with that, either.

That's not the reason. The main one is that the casting directors who are top-notch can only know so many people who they know for certain can do believable VO for anything outside commercials and audio books, which are the two most common types of projects they'll get. Game VO is often too fast-paced with its casting and has too much money riding on it. So, they can't spend weeks picking the perfect actor, and they also need to ensure their talent is professional. So, they just go with who they know. Sometimes, repeat clients will just prefer to work with people they have in the past (Naughty Dog really loves working with Nolan and Baker, not just the finished products they can put out), so that creates even more insularity.
The only union-related thing that'll be relevant to most anons here is that full union actors can't work non-union games without getting into some really serious trouble from the union, including the possibility of being blacklisted. Baker's full union now, so he's not going to risk his livelihood to be in a niche game that won't pay well. Most of the big VOs who are still in niche games are financial core (ficore), meaning that they can be in anything they want, but they give up every single union benefit, including health insurance.

Thanks. I can never remember the full union reasoning but it still sucks. The voice acting in Tales of Symphonia was by no means great but it was just what I got used to. Apparently the original VA for LLoyd wanted to come back, but he just couldn't.
A real shame about Baker because he's what really made me trust accepting Yuri's character in Vesperia.

At least I could tell Mark Meer was improving over time(his performance is easily my highlight of the shitshow that is ME3) and he was pretty small time so I didn't hear him in every game/cartoon ever.
