Over Heaven DIO lost his ability to Stop Time but gained a more broken ability to alter the "Truth" of everything The World Over Heaven touches.
For example if it touches Kakyoin it can change the "Truth" of Kakyoin being DIO's enemy, into being his ally instead.
Or he can simply alter the "Truth" of you existing into not-existing, thus erasing you instantly.
It's broken as fuck.
Over Heaven DIO manages to kill everyone like this, including Giorno with GER (Over Heaven overrides the "Truth" of GER's ability into not doing anything and then kills Giorno).
Only Jotaro and Jolyne are left standing at the end.
DIO kills Jolyne in front of Jotaro which makes Jotaro mad and trigger his own Star Platinum Over Heaven.
Cue the "IMPOSSIBLE, THEY CAN'T BE, THE SAME TYPE OF STAND?! THEY'RE THE SAME TYPE OF STAND!? JOTARO YOU BASTARD!".
Then Jotaro proceeds use the golden rings from Part 3 DIO's corpse to attack DIO (since earlier in the story he saw Valentine's alternate reality shit destroying eachother if two of the same from two realities meet), fucking up DIO's arms and thus removing his ability to use Over Heaven.
Then he punches DIO so hard he explodes, again.
The end, cue Part 3 Ending but now with Kakyoin, Iggy and Abdul being alive because lol Star Platinum Over Heaven.
Post-credits scene shows Jotaro arriving in Morrioh and looking for Higashikata House, bumps into Koichi like in Part 4, but then kid Jolyne runs up to him showing Jotaro is a good parent this time around and socializing with Jolyne. Then he asks Koichi for directions.

I like Part 5 a lot, so my opinion may not mean much to you, but I would say that the first half of Part 6 is a complete slog that is a pain to read through at times, but the second half is absolutely batshit crazy in the best way possible. It's also got a great antagonist.
I'd also suggest you push through Part 5. The scanlations are absolutely abysmal, and they greatly hinder the experience, but if for no reason other than just being fully familiar with the series, you should finish it.

It's partially why I think Joseph has such a weak combat stand and why Jotaro never had any ripple abilities. People say ripple isn't useful in stand jojos but it is actually more overpowered than it was in parts 1 and 2 against vampires given that the main limitation of ripple was that the users were physically still human compared to the supernatural vampires/pillar men, having ripple on stands like Star Platinum would just be ridiculous.

First of all Dio isn't really low tier by today's standards, and Shadow Dio is considered high tier but that's beside the point.
HTTF is imbalanced I don't think anyone would say otherwise but it remains a fun game with a good and developing metagame and is still played today. Balance isn't everything to a fighting game. There are many examples of extremely imbalanced fighting games that nonetheless became very intricate and fun games, HTTF being an example but CvS2, Marvel 2, Alpha 3, Third Strike, KoF98 and many others being obvious examples. Very few games devolve into mindlessness like you suggest and HFTF definitely didn't.

Also about Dio, he isn't well balanced by normal standards. His damage is ultra busted and he has some of the most powerful pressure and one of the best supers. His issue is that he has no real reversal so falls victim to the terrifying oki possible in the game like Jotaro's star finger mixups, which Jotaro can do for free because he doesn't have to fear a reversal. That's his problem more than anything else.

Besides, even if they do have a lower budget, they're doing a lot better at managing it. They're using more budget on popular fights instead of fucking Devo shit. They've also got the more relaxed art style which definitely is lighter on the cash.
