It's all in the fluff, you wouldn't know it if you didn't read quest text and shit, and other material outside the game, but being undead fucks you up. Some progress inexorably towards becoming mindless undead, some become crazy evil with a complete personality change, some just suffer all the time due to being able to feel themselves rotting, there are lots of problems that arise from being undead.
Another fun thing to note: Death Knights experience extreme suffering if they do not inflict pain upon another being regularly. I don't think this was ever referenced in-game, but it's true.

The Forsaken may be a faction but undeath is a condition, not a race. Most intelligent undead are either genocidal (like high-ranking Scourge) or else just sort of believe "eh, I'll learn to live with it." She has no obligation to perpetuate the existence of undead creatures, and in doing so she's just continuing a crime against the cycle of life.
The only reason why you would ever create more undead is either to control them as an army, or to populate your plague-filled towns because you'll be lonely without the company of others who are eternally damned. In either case, it just makes Sylvanas a terrible person to actually want undeath to persist.

they could have fixed this shit easily with no retconning by having death knights that were functionally identical to paladins as part of the forsaken and an engineer class that could only be gnome that was functionally identical to the shaman.
Death Knights could have had blood as a healing spec and the "engineer" class would have used turrets instead of totems and lightning generators and first aid machines.
All they had to do was think slightly outside of the box and they could have made it work but its too late now the lore is completely off the rails.

He hates politics but he loves his people, and he knows the only way to truly guarantee their safety is to provide a stabilizing force to the Horde.
