Actually they rely on different physics, tracks, cars, music, aesthetics, even the sims which are trying the replicate the same thing. It's hard innovate racing gameplay without adding gimmicks on top, however fun they may be, like burnout focusing on destruction or mario kart with items. There is nothing inherently wrong with a racing game that doesn't 'innovate' because chances are it is bringing something new or unique to the table anyway by way of its mechanics, like fighting games.
