Jumpscares do nothing but trigger a startle response in the player, giving only a very minor leeway into the potential of instilling fear. They're usually done as a last-effort means to keep a player engaged; it's practically the developer admitting that the atmosphere and plot are not convincing enough to genuinely keep the player scared. While they do have their place in games, building whole games around jumpscares is bad.
Spooky's House of Jumpscares does it well enough. At first it's nothing but jumpscare after jumpscare of cute little cardboard cutouts, slowly bringing you to a sense of desensitization and lowering your guard. Once it becomes monotony, the game introduces new elements into the game one after another until jumpscares become a relief to the drumming din of the potential of a monster slowly creeping towards you (or flying at you at Ludachris speed).

The problem is that the "scares" don't actually do anything, so there is no reason to be afraid and even still it is always too predictable. Literally every single person I know that played FEAR expected something to happen at the ladder because it was the first game we played that locks you onto ladders and it was a horror game.
