I've never actually played a game with Japanese voice acting available through the English client.
When it comes to anime however Japanese is only usually better, and not always.

I only say that it's usually better is because if a Japanese voice actor is not a good one it's hard to tell when you can't speak the language, same goes for any language really

Half the reason english voice actors can't make japanese dialogue sound good is because the language barrier and the fact that the scripts are written by five year olds

Sometimes, yeah. There's been several times when I hear a voice actor and recognize them as a character from a different anime. Also, there are a few characters whose voice I can instantly recall, like Jotaro and Joseph from JoJo's Bizarre Adventure or the main characters in HxH.

Well I dunno about movies, but when it comes to video games the West just doesn't give as much of a shit. As a result there is a higher chance of them skimping on the voice acting.

As far as the West is concerned dubs are very low priority and run off of the same handful of decent VAs, with the rest filled in by shitty VAs and whoever else can be found for a budget. There are exceptions of course but in general western voice directors are more likely to hear a bad voice or delivery and just say "Eh well, good enough" just to get it over with.

Not everyone is Billy West, there's dozens of english voice actors who sound the fucking same in a lot of their roles e.g. Yuri Lowenthal. But having a recognizable voice doesn't necessarily mean that you are a bad voice actor. Most of the actors just do what the voice over director tells them to do and if they want hear generic voice nr.25 then the voice actor has to do it. The same thing also happens in japan, it's not that different anon.

Once you get used to it/get familiar with it, you'll find that Japanese voiceovers tend to be much more expressive than what we usually get for dubs. English dubs just usually aren't up to snuff just yet. Part of why English dubs can be cringey is that typical Japanese writing/scripts don't translate well into English without severe changes that may impact its intended meanings.
Additionally, a lot of Japanese games tend to be over-the-top in visual flair and story beats which call for similarly over-the-top expression through voice. This is why it's occasionally jarring when a dub features VAs which just sound bored and have poor line delivery (which could be attributed to the voice directing as well). Not all dubs are bad; to name one, I was initially miffed that Xenoblade X only featured an English dub with no Japanese VO option, but it turned out surprisingly well.
Finally, I can only assume any game that intends to do an English dub probably doesn't have enough leftover budget to hire top-quality English voice-talent. I feel like here in the West the quality of voice-talent in general is very broad, whereas in Japanese there's a very high standard across the board.
