Yeah, according to an interview with Hayashi a few days ago, they're still aiming to get it out late this year, but apparently the game's "only" 60-70% done. Considering they've been working on this incarnation of the game since 2012 (I've even read some reports saying 2010), it looks a bit grim.

Better resolution on games released after October of this year, that much is guaranteed. Perfomance will be at least equal, probably better (more stable 30fps for example, instead of 25-27fps) BUT no one can guarantee that devs will do their job and make every game run at 60fps on the PS4neo, although it's not a bad bet to assume it, it's not the safest either - we really don't know.
And it all depends on how much you want to wait. It may release as soon as Q1 2017 or as late as the Scorpio in Q4 2017, no one knows.

Got it a couple days ago, the combat is pretty refreshing. A mic between MegamanBattlenetwork, ValkyriaChronicles, EtrianOdyssey and with friendly-fire always turned on (as well as healing/buffing enemies being a concern)

They would have announced it at E3 the lastest. It would also cannibalize the marketing and sales of PSVR, one new piece on hardware this holiday is what they can afford. PS4 is still selling tens of millions every year, especially around Q3 and Q4, on top of making those millions they are need to make a lot of PSVRs. Where would a PS4neo fit in the production line? It's too hectic.
As for next year, I don't see them announcing the next big step of their main console in any other place than E3 or a special event they would hold exclusively for that announcement (like they did for PS4's reveal). I don't see it being at TGS, Gamescom, or even PSX.
Either way, by Andrew House's own admition (his recent PS4neo interview) they will never again announce new hardware that is more than a year awayfrom releasing, meaning the earliest you can possibly see PS4neo is Q3 2017

You're making a bunch of assumptions about how "the production line" works and how and where they'd announce it. That's stuff we don't know. What we do know however is that third party developers had dev kits in their hands last March, possibly earlier, and that all games are required to have a NEO mode starting this Fall. House didn't just say "they will never again announce new hardware that is more than a year away from releasing" either, he said he wants to keep the delay between announcement and release as short as possible, specifically mentioning Apple's "Out now" shenanigans as an example.
It's obvious it's far in development already, and having it come out a year and a half from now to head-to-head against significantly more powerful hardware makes no sense. I'm not sure it will be this year (although the rumors say so), but it's definitely coming months before Scorpio.

He told us his 1 year timeline right before E3, meaning until the next E3 the Neo won't come out. That's the only info we have but is solid and direct confirmation of a period where it won't be comming out.
And yes, right after the PS3 Sony changed its strategy to ask for dev feedback with their new American lead architect and way of thinking (especially their 1st parties who partially engineered the PS4 with their QC and testing). It's only natural the PS4neo was in dev hands for this long, but that isn't indicative of its release date.

There's one very simple reason why I can't buy a PS4.
A couple months ago, I sold my GPU in anticipation for the new GTX 1070. Playing only with the integrated graphics card, I came to find out that I enjoyed all my games just as much with the lowest possible settings and resolutions... As long as they maintained 60fps or more.
I'm willing to sacrifice anything for 60fps and this is simply not possible on PS4. If a game is not 60fps, then it's just not 60fps.
This will be a problem on Neo as well. Some developers will simply optimize for even more graphics, and people like me will have no choice.
Given that I don't care about graphics, a console would be the perfect choice for me if all games were 60fps, or if they all had a 60fps mode. Sadly this is not the case. Maybe someday? I miss the SNES/Megadrive.
