It's not an error, they are speaking Russian in-universe but it is dubbed for us, the players. Why? Because Metal Gear Solid 3 is a film. At HD resolutions, you can see a feint darken burn around the edge of the screen. This is not some kind of shader error, it's the slightly bit of film burn that you see in film frames. The part where speculation comes in is whether MGS3 was VR or some kind of film adaptation of this Cold War incident.
