Generally in life you need a computer, and a game console is optional.
So A computer can range from $200-$700, assuming we are not buying something special like a macbook. Consoles generally cost $300.
So, if you are going to buy a new computer, and let's posit that you dont own a console but want to play games. $500 for a new pc and $300 for a new console/gpu = $800
Either way, you will be spending around $800.

The CPU is a bottleneck 100% of the time. This phrase is almost always misused, so I can't fault you for not understanding what it actually means, but both the CPU and GPU are always bottlnecks to frame rate. The only difference is how much one is being stressed in relation to the rest of the system.
You cannot compare GPUs in totally different test systems.

Buy every platform if you have the money, all of them have good games. But if money is an issue, then you need to think about your favorite games; which platform has them?. If you like JRPG's and other weeb games, then the PS4 is the console to have. If you like putrid exclusive AAA games, then chose either PS4 or the Xbone. If you enjoy NINTENDOMAGIC, then get a nintendo console. But if you have a hard to satisfy taste, then the PC is for you. Not because of the games (even if you can play 25 years of pc games and emulators on it), but because you can mod and edit the shit out of the game you are playing.
For example, i like games where i die easily, but i can kill easily (fuck hit-sponges); so, the only thing i need to do is access the .ini and edit it or get a mod and install it.
Freedom with your games is the only reason to buy a PC. Graphics are secondary.

You know those benchmarks that show the cpu making 10-20 frames per second difference? They are at low 600x400 resolution with all settings on minimal. On high settings at 1080p, the bottleneck ends up being 1-2 frames per second. You can still have an absolute shit cpu with even AAA games even today. The fact is, the 750 ti is roughly twice as powerful as a 360 and easily matches the xbox one and then some. And its only 120 dollars or so and can go in any cheap HP or dell desktop (which usually have decent processors to some degree) computer with no special power connectors.
Anyone can get a gaming PC for a mere hundred dollars provided they have some desktop laying around already.
