At the start of Wind Waker, the other two pieces of the Triforce are broken. Ganondorf's already lost. He could never find all the fucking pieces if he still had no clue where they were then.
The King is the one who has all the pieces put back together in the first place. The triforce wasn't needed to slay Ganon, you just needed the blade of evil's bane recharged.
